Btw, one small point about treating fines as "the cost of doing business" - I'm pretty sure consumer banks have a similar thing when a customer reports that someone hacked their data and made fraudulent payments. The bank routinely denies they can find any evidence of wrongdoing , and then if you push and push and escalate the complaint to ombudsman then they eventually pay a tiny nominal fee to pacify you. Clearly just chalk it up to cost of doing business
